Peak Performers is a Community Rehabilitation Program (CRP) performing services on contracts held by WorkQuest, formerly TIBH. State agencies are required to use the 962-S3 to procure temporary staffing services. The 962-S3 contract is most often used by:

  • State Agencies

However, it is also available to a variety of local government and quasi-governmental entities in Texas.

As WorkQuest‘s designated CRP providing IT staffing services, Peak Performers staffs statewide under the Department of Information Resources’ “Information Technology Staff Augmentation Contract” (ITSAC). State agencies are required to use DIR’s ITSAC program to purchase temporary IT staffing services. Under the ITSAC, WorkQuest receives all ITSAC solicitations issued by state agencies. ITSAC is most often used by:

  • State Agencies
  • Higher Education

However, it is also available to a variety of local government entities in Texas and nationwide.

THe Interlocal Purchasing System (TIPS)


The Interlocal Purchasing System (TIPS) is a widely used cooperative purchasing contract that, despite its name, is available nationwide as a contracting vehicle for government agencies to adopt in order to streamline and expedite the government purchasing process. All TIPS vendors are thoroughly screened and vetted and upheld to a quality of service standard. TIPS is most popular with:

  • Counties
  • Cities
  • K-12 Education
  • Higher education
  • Quasi-governmental Organizations (such as Water and Transit Authorities)
